The oil industry forms the main pillar of the Azerbaijani economy. The reason is the existence of rich oil and gas reserves in the country, the annual growth in the volume of production as a result of work carried out in this sphere since 1997, as well as the integrity of the country’s policy in the “oil and gas” sphere and its integration into international organizations. Just like the production of oil and gas in Azerbaijan, its sale and distribution are also under direct state control. However, in the near future just like in other developed oil extracting countries, licenses will be issued in this sphere, which will create conditions for the involvement of the private sector. Thus, the volume of production will increase and an impetus will be given to the development of the private sector. Despite the fact that Azerbaijan produces energy from current energy reserves and imports energy from other countries, the demand is not being fully met. For this reason, President Ilham Aliyev has approved a “State program that regulates energy production, its balanced distribution and defines all operations and their systematic work”. Work to establish an energy organization within the framework of the state program, to determine and project energy producing enterprises according to their reserves, to license initiatives from the private sector and an energy program has been determined. Relevant organizations have already started working on this sphere. “AtaEnergy” was set up to work as a local company in such a strategic sphere as energy, its production, distribution and sale in Azerbaijan.
